It's an odd suggestion, but whatever is being done now certainly isn't working. I'm reminds of the prohibition era, which didn't work, either. But what the best solution might be, I don't know.

Right on david Lane! Open up our overcrowded prison systems from dopers. Tweekers are going to do the drugs always--leagal or not--they're doing it now...right? If it is not illegal we can save bundles by not paying for them in prison. I just think it's too bad that they have kids--doper should just say no to procreation! It's not fair to the children to have to put up with their parents bull ****.
